As part of the Local Plan, Leeds City Council is undertaking formal public consultation on a new Houses in Multiple Occupation, Purpose Built Student Accommodation and Co-Living Amenity Standards Supplementary Document (HMO, PBSA and Co-Living Amenity Standards SPD).
Core Strategy Policy H9, which adopts the Nationally Described Space Standards as the minimum space standards for new homes in Leeds, makes a commitment that a new Supplementary Planning Document (SPD) will be prepared to establish space, light and ventilation (amenity) standards for Houses in Multiple Occupation (HMOs) and Purpose-Built Student Accommodation (PBSA) as those standards are not covered by the policy.
Proposals for a new co-living model are beginning to emerge in Leeds and there is an opportunity for standards to be introduced for this form of living through the new SPD. The SPD has now been prepared and sets out guidance on space standards, light and ventilation considerations and other general amenity considerations such as outlook and privacy for these types of accommodation.

The public consultation closes at 17:00 on 1/3/21.
