It is therefore, proposed to advertise an amendment to existing Traffic Regulation Orders for the purpose of restricting all vehicular access on Assembly Street for 24 hours a day, except for loading between 23:30 and 10:30.
Whilst this extended timeframe will have the effect of preventing for more than 8 hours in any period of 24 hours access for vehicles of any class to any premises situated on or adjacent to the road;
The Traffic Authority is satisfied that this is necessary to reduce the likelihood of danger to persons or other traffic using the road.
In this regard, the proposals would have the effect of maximizing the opportunity for local businesses to utilise external available space through the existing pavement café licensing mechanism.
This in turn would order support the Council’s aim of reducing anti-social behaviour and public safety through the existence of managed activity and natural surveillance.
