Premises Licence Application: Department at Leeds Dock

Update 4/8/20: Following negotiations with the applicant, I've come to an agreement with them which I feel makes the application more acceptable by reducing the risk of nuisance to local residents by noise. These are:


(1) The removal of later hours use of the venue on a Thursday, thus moving all later hours activity out of the normal working week into the weekend. They will now be:


Sale of Alcohol, Films, Indoor Sporting Events, Live Music, Record Music, Performance of Dance and Entertainment of a Similar Description

Sunday to Thursday 08:00 - 00:00

Friday to Saturday 08:00 - 01:00


Late Night Refreshment

Friday to Saturday 23:00 - 01:30 


(2) Additional conditions to be added in addition to those requested by West Yorkshire Police and the Leeds City Council Environmental Protection Team. These are:


  • ‘The smoking area at the premises will be located away from The Boulevard, near to the car park at the rear of the premises. Customers will be directed to this area by staff and/or door staff (when employed).’

  • ‘Whenever licensable activities cease after 23:00, staff and/or door staff (when employed) will be located at the exit to the premises and outside the premises on The Boulevard when customers are dispersing to ensure that customers disperse quietly and to encourage dispersal onto Armouries Drive.’

Description of Application: The building will operate as a mixed use development, incorporating both office space and leisure use. The leisure use will complement the office space by providing facilities to tenants, as well as the general public. The facilities will include a café/bar, event space, screening room and terrace.


The premises is currently licensed as Alea Casino (licence no. PREM/02485). This licence permits activities until 06:00 daily. The applicant does not propose to trade the premises to these sorts of hours, and seeks a new premises licence more appropriate for the different style of operation. The application proposes:
