Update: Hunslet Moor Sunday Parties

Cllr Nash, Iqbal and myself are aware of the ongoing issues of late night parties happening on a Sunday evening on Hunslet Moor. There are several elements to this which will need to be addressed by West Yorkshire Police (WYP) and the Leeds Anti-Social Behaviour Team (LASBT).

Music

Loud music/noise after 23:00 is a statuary noise nuisance without a licence and permission to do so. I've asked LASBT to address this.

Between 07:00 - 23:00 it is not a statutory nuisance unless it is loud music or other household noise at an inappropriate volume at any time but this generally requires other factors to be normally be enforced - such as the noise being doing to cause destress internally etc. Between these times a license is not needed for a gathering of people unless the crowd is certain size or there is a licensable activity such as the sales of alcohol etc. We can therefore not stop this activity unless it is targeted to cause destress or unreasonable.

Information on how to make a noise complaint can be found at https://www.leeds.gov.uk/antisocial-behaviour-and-crime/making-a-noise-complaint.

Urinating and Defecation

This is totally unacceptable in a public recreation space and we've asked both WYP and LASBT to deal with this. Individuals can be find is caught doing.
