My roundup of local news, Covid-19 information and Councillor work over the last two week. Sorry I didn't do an update last week, but I was extremely busy with casework. [1] Covid-19 Alert Tier Review: The Council: The Council expects the government’s decision about the Tier Review to be made on 16/12/20 and announced on 17/12/20, with implementation of any changes on 19/12/20.

 

[2] Covid-19 Case, Mortality, Infection Rates and Outbreak Management: In Leeds, as of 11/12/20:

  • The Leeds 7 day Covid infection rate is now 138.8

  • The rate in the over 60’s is 136.7

  • The positivity rate is 5.6%

The ward picture remains dynamic, but reducing, with the range between 45-246, just 3 wards above 200 and 5 now below 100. There are 17 care homes with cases ans3 workplaces. HMP Armley outbreak is being managed.


In Leeds, there have been 1,091 Covid-19 related deaths registered:

  • 1,066 (98%) were Leeds residents

  • 675 (62%) were in hospitals

  • 335 (31%) were in care homes

  • 28 (2%) in a hospice

  • 53 (5%) in the home


To date, 20% of all deaths registered this registration year have been Covid-19 related.

 

[3] Covid-19 Testing: Please use this link for information or call 119 to book a test.

 

[4] Covid-19 Self-isolation Period Change: The Government have confirmed that as of 12/12/20, the self-isolation period will be shortened from 14 days to 10. This includes those who have been identified as close contacts of a positive case, or those that are returning from a high-risk country which are not on the travel corridor.

 

[5] Covid-19 Winter Support Grant & Free School Meals: Work with a small number of the Community Care Hubs has started. The Councils focus has been sorting the provision of Free School Meals (FSM) to all eligible children for the Christmas holidays. The Council has allocated £1.6m of the £2.8m Winter Support Grant for the provision of FSM to cover both the Christmas and February half-term holidays.

 

[6] Covid-19 Christmas Period Guidance: There is refreshed Government guidance for Christmas according to the local restrictions in the tier in which you are staying.

 

[7] Covid-19 Care Home Vaccination: At least 400 care home staff have been vaccinated, the partnership with the NHS has been excellent.

 

[8] Covid-19 Vaccination Key Messages: The NHS has asked people to:

  • please don’t contact the NHS to seek a vaccine – they will contact you

  • once contacted, please act immediately, and attend your booked appointments

  • please continue to follow all the guidance to control the virus and safe lives – hand hygiene, wearing a face covering and social distancing in particular.

[9] Covid-19 Sectoral Guidance Updates: The Government has issues a range of updated guidance documents:


  • Guidance for Christmas payments to wet-led pubs can be found here.

  • Funding for community groups to tackle loneliness can be found here.

  • Childcare and support bubbles guidance has been updated and can be found here.

  • Guidance for the safe use of places of worship and special religious services and gatherings during the pandemic has been published.

  • Guidance for landlords, tenants and councils has been published.

  • Guidance for working safely during coronavirus has been published.

  • Guidance has been issued for managing playgrounds and outdoor gyms

  • Government updated the guidance for those managing council buildings, which signposts to relevant guidance on a range of different activities that can take place in these buildings, in line with the local restriction tier system

 

[10] How to Self-isolate When You Travel to the UK: The Government updated the guidance on how to self-isolate when you travel to the UK, including information on ending self-isolation early by taking a coronavirus test with a private test provider.

 

[11] Business Evictions: announced that business owners affected by the coronavirus outbreak will be protected from eviction until the end of March 2021.

 

[12] Wet-Led Pub Christmas Grant: The Government announced an additional £1,000 Christmas grant for ‘wet-led pubs’ (pubs that predominantly serve alcohol) in tiers 2 and 3 who will miss out on much needed business during the busy Christmas period.

 

[13] Retailed Extended Hours: Government announced that retailers will be able to apply to extend their trading hours from Mondays to Saturdays in the run-up to Christmas.

 

[14] Third Sector BAME Mental Health Grants: A new grants programme has been launched to fund local third sector social enterprises, community groups and charities that are supporting local people from minority ethnic groups with their mental health.

 

[15] Leeds City Council Leisure Centres: The 13 leisure centres that closed due to lockdown reopened on 2/12/20. Under Tier 3 restrictions, fitness classes are not allowed indoors, but Active Leeds livestreaming an on-demand service through the Active Leeds app, which is growing in numbers.

 

[16] Old Peoples Physical Activity Campaign: A new campaign has been launched to raise awareness for older people to stay active reducing physical contact.

 

[17] Connecting Leeds Transport Strategy: Details of the strategy can be found here.

 

[18] 4th Para Freedom of the City Award: The 4th Battalion, The Parachute Regiment (4PARA) has been awarded the city's highest civic honour in recognition of their many years of devoted service and historic association with Leeds.
