ℹ COUNCILLOR IQBAL AND WRAY’S REPORT TO THE GARNETS AND OAKLEYS TENANTS AND RESIDENTS ASSOCIATION REPORT: OCT 2025
Tunstall Road “The Corner” Sculpture Park and The Vale Car Park Tents and Antisocial Behaviour: Antisocial behaviour and tents remain an on and off issue at these locations, and officers from West Yorkshire Police, Leeds Antisocial Behaviour Team, and other support services are responding when needed. Reporting remains vital for services to respond quickly.
The Leeds Antisocial Behaviour Team is also in the early stages of putting the case forward for a Public Space Protection Order for the wider areas to help tackle the use of tents for drug dealing, but this will take some time to develop and be sent to the courts for approval.
Rawson Terrace Ginnel: It has now been agreed that when The Vale is sold, the ginnel will be sold with it, with a condition of sale to any new owners requiring them to close it off. This means there will not need to be a PSPO in place to close the ginnel off, as it will no longer be public land.
Garnet Place/Terrace to Tunstall Road Junction Request: A resident asked we look at creating a new junction. Following consultations with Highways Leeds, they are strongly opposed to the idea as they believe it would become blocked with people trying to exit Tunstall Road.
Tunstall Road to Garnet Place/Terrace Pavement Mounting: Highways are still considering what options would make sense at this location as they want to limit the amount of street furniture installed. We’re still chasing the department for an update.
Oakley Terrace to Garnet Road Junction Parking: Highways Leeds are now consulting internally on additional yellow lines to improve sight lines at the junction, and this should go to public consultation by the end of the year.
Garnet Place Mural: The council officer who managed these tenders is on long-term absence and so the project is on hold until they return to work.
Garnet Road Church Parking: We’re aware that attendance at the church is causing significant pressure on local roads on a Sunday and that there is widespread violation of the permit parking and double yellow lines in the area. Parking Service are now arranging for weekend enforcement.
Short-Term Holiday Lets: We know there are several short-term holidays lets in the area causing issues with antisocial behaviour, noise and parking. Although occasional use of a domestic property is permitted, typically up to 90 days a year, long term use is not without planning permission. If you suspect a local property is being used as an unapproved long-term short stay holiday let, please email planning.enforcement@leeds.gov.uk with the details.
Litter Picking Grant: We’ve approved a litter picking grant for the TARA to support local monthly community litter picks.
Crime and Antisocial Behaviour: We’ve had an increase in reports of antisocial behaviour and solicitation in this area.
We’ve raised these concerns to West Yorkshire Police and the Leeds Antisocial Behaviour Team. They’ve advised us they are not getting reports directly from residents and they have asked us to encourage residents to report issues to them.
