Beeston Hill Community Association - Leeds Report November 2024
Tempest Road/Dewsbury Road Junction: Highways Leeds officers have indicated the partner consultations are almost done and a wider public consultation should be taking place early next year.
Green Bin Frequency Update: Beeston Hill is still due to move to alternate weekly green bin collections with a weekly black bin collection. This enhanced offer is something we lobbied and will allow for more recycling to take place, allowing time for a managed reduction on black bin waste, before an eventual move to alternate black and green waste collection at a later date.
It had been hoped this could all be modelled to start before the end of the year, but this couldn’t happen. Officers are not wanting to implement the change until after the Christmas waste peak, so it is now likely to be implemented in the first quarter of the new year.
Cross Flatts Park Exercise Equipment: The three items of news fitness equipment, approved in partnership with our Beeston and Holbeck Labour colleagues, are due to be installed this week.
Cross Flatts Park Patrol Pilot: The initial pilot has taken place with some good feedback from residents in the park who engaged with officers. Officers are now looking at what can be learnt from this and whether there is value to having patrols in the park next summer for manager parties and other issues.
Cross Flatts Playzone: We’ve not had any update following the public consultation, and we are chasing this up with officers.
Cross Flatts Tennis Courts: The Lawn Tennis Association has offered to provide a £54,000 to renew the courts, but with the conditions that it must be a booking system only. We’re not happy with this as it adds an extra step to use, even if only a minor inconvenience. However, they will not back down on this condition and on balance, as the Council will retain ownership of the courts; we cannot turn down such a large investment and the benefits it will provide.
Drug Properties: The Problem Solving Group, which includes West Yorkshire Police (WYP), the Leeds Antisocial Behaviour Team, and others, is continuing to identify properties of concern and build up the evidence base to obtain closure orders. We can’t go into specific operation information, but reporting is vital.
Anything criminal should be reported to WYP by calling 101 or using 101 LiveChat via www.westyorkshire.police.uk/101LiveChat to speak to someone. If it is to provide intelligence only, you can use https://www.westyorkshire.police.uk/report-it at any time. You can, if you wish, not provide personal details by typing anonymous in identifying fields.
You should always call 999 if you believe there is an imminent risk of harm to you or other members of the public. If you wish to pass on information to the WYP anomalously via phone, you can also call Crime Stoppers on 0800555111.
Selective Licensing Consultation: The consultation is still ongoing, and feedback can still be given up until the 13th of December 2024.
Beeston Hill Cumulative Impact Area: The Licensing Committee has approved the principle of a Cumulative Impact Area for not just Dewsbury Road but also all of Beeston Hill and other areas.
Mohammed and I and our former colleagues, Alderwoman Nash, had campaigned for this for many years. Stakeholder consultations are still ongoing before a wider consultation for the public early next year.
Holy Spirit Church Application: We’re disappointed this application was approved in its current format.
The site does need to come back into use and the building preserved for the future, but we have opposed this specific plan since it was originally submitted several years ago
This is on the basis that the traffic generated by the complex business model proposed for the site is likely to create far more traffic movements and parking than what the applicant has suggested.
This will compound the existing issue in the area created by limited street parking.
Litter Picking Equipment Grants: We're still offering grants of up to £300 for groups doing volunteer litter picking throughout Hunslet and Riverside Ward. Please email light.addaquay@leeds.gov.uk for the one-page application form.
Dewsbury Road Begging and Rough Sleeping: Multi-agency work is continuing to address ongoing issues on Dewsbury Road.
Several aggressive commercial beggers (i.e. not homeless or begging to support addiction) have already received legal orders banning them from the area, and outreach staff are engaging with several people begging who are homeless or suffering addiction, to access ongoing support.
This is a difficult area of work as many of these individuals have complex health needs and some have past bad experience with those in authority, which means it is a slow process to convince some to access support and build up trust.
