HUNSLET CARR RESIDENTS ASSOCIATION REPORT: SEPTEMBER 2025

Moor Road at the junction of Arthington Avenue Speed Indicator Device: This is now in place and the West Yorkshire Police have been given access to the data to help inform their speeding operations.

Woodhouse Hill Road Accident: We have requested Highways Leeds carry out a safety audit of the turn on this road to see if visibility can be improved. The department is still however waiting for the final accident summary report to be submitted by West Yorkshire Police before they can carry this out.

Woodhouse Hill Drive Road Surface: The Council and Yorkshire Water are still in legal conversations, as Yorkshire Water still refuses to accept LCC is the new developer of the road.

Rear Sandon Place Embankment Works: We’ve approved, in partnership with Housing Leeds and Parks, for the area to be put forward for a small number of semi-mature trees and successional bulb planting.

Parks have suggested the bung be put back in, but Housing Leeds currently agrees with the resident’s association this is not needed due to the gate.

Despite communication otherwise, Hunslet Carr Primary School has said it has no use of the land as it is too steep, and it would need to be fully flattened and fenced off for this to be considered.

This is not going to happen, as the land is relatively steep and it would need a significant number of earthworks to flatten, likely including the need to create a retaining wall to the embankment's side, damaging the visual amenity of residents.

It would likely also create a significant local flooding risk by removing a significant amount of soil which acts as natural drainage and water retention. L

It is disappointing the other source put this suggestion into the public domain before basic checks had happened.

Welcome Wheel Weeds and Planting: Cleaner Neighbourhood has mechanically swept the area, removing most of the weed, and we have asked this is added to their regular weed work every year going forward.

Despite efforts to find someone to help replant the back of the wheel, this has not been successful. We’ll work with the association to look at other options.

Pharmacy Application: We’ve been contacted by someone wanting to apply to NHS England to be granted a Community Pharmacy contract at the old Boots site. We’re supportive of a more local pharmacy for the area, but the Council has no say in the tender as it is an NHS England decision.

We’ve agreed to provide a letter of support for a pharmacy here, but we cannot provide specific support to any particular bid, as that would indicate council support for a specific business, which it does not have a view on.

Royal Drive Pavement Parking: This remains an issue but there is a limited amount that can be done. Anyone can park anywhere on the adopted highway where there are no parking restrictions, whether they live there or not, and although this is frustrating for residents, the council has no powers to prevent it.

Double yellow lines have been asked to be added to the junction between Royal Drive and Close to improve sightlines, but this will not happen until next year.

Housing Leeds are investigating adding small boulders to the verges to stop parking on these and to stop them from being damaged, but this will add further pressure to the limited parking. This could also be eligible for some street trees.

Telford Place Bins: There were several weeks of missed bins. We’re pushing refuse for a reason why they were missed for so many weeks and have still not had this yet.

The Sun Inn: Planning Enforcement is still progressing the case, and this has now been joined by Environmental Enforcement due to the poor state of the land and the fly tipping happening on site.

Arthington View A-frame Dropped Kerb: Highways Leeds have said this assessment will be done by the end of the year, as they are running behind on assessments.

Balm Road/Belle Isle Road/Moor Road Junction Red Light Violations: Highways Leeds have carried out the safety audit for the site, and we’re awaiting the report for recommendations.

Hunslet History Interpretation Sign at the Library: These are now in place.

St Mary’s Spire Crack: Despite repeated emails, they have still not responded, and we have now asked building control to look at it and see what powers the Council hold to move the matter on.

Missing Stepped Fence Royal Close Ginnel and Fence at Royal Grove: The stepped fence has still not been installed, and Parks are being pushed on when this will happen. The fence at Royal Grove has been put in place and has stopped the inappropriate parking.

Weeding: The post-summer weeding program has started, and Parks staff will be spraying areas of paving and footway. If there are areas people think need doing, please let us know as we can add this to their work list.

Leasowe Recreation Upgrade: We still have plans for a significant update to this greenspace but we’re still awaiting payment of the greenspace contribution from the Carbon Innovation District, which won’t be paid until the first 67 units are occupied on the Hunslet and Riverside of the development.

This should be within the next 12 months. We had hoped to at least get the pathway through the site built, as this was to be paid for by Network Rail to cover the cost of the temporary depot site, they will need for their upgrade works, which will be located on Pepper Road Park, but these works have fallen behind.

This is the last remaining project outstanding for this area and as soon as we have the funding, we will commission the work.
