These are complex planning enforcement cases and so we need a lot of evidence.
We have closed dozens of such properties down across the city centre apartments recently, but we need a lot of information as the law in the area can be a little vague and those abusing the rules quickly identify a new property and start over.
If you suspect an apartment in Leeds is being used as a short-term holiday let (e.g., Airbnb) without the correct planning permission, you can report it to Leeds City Council.
"Material change of use" is the key factor.
If a residential home is now essentially a commercial hotel causing noise, waste issues, or loss of privacy, it may be a breach of planning control.
How to report it:
- Online: Search "Report a breach of planning regulations Leeds" or use the council's online form.
- Email: Send details directly to planning.enforcement@leeds.gov.uk.
What to include:
- The exact address.
- Why you believe it’s a breach (e.g., frequency of guests, noise, party house usage).
- Any evidence (dates, photos, or listing links).
Even if the property has approval, if the behaviour being caused by the property is unacceptable, the Leeds City Council can use its antisocial behaviour powers.
To report antisocial behaviour (ASB) in Leeds, such as noise nuisance, harassment, or vandalism, you should contact the Leeds Anti-Social Behaviour Team (LASBT).
